Kyle Shay has resigned as director of student support at Arcola schools following a federal indictment that stemmed from his time in the Paris school district. The Arcola district is paying him $55,000 in a negotiated separation agreement.
A federal investigation into the Paris district began in 2013 over the alleged misuse of $3.24 million in COVID-19 funding. That investigation focused on Paris Superintendent Jeremy Lawson. Shay was an administrator on Lawson’s staff and later relocated to the Arcola district.
The Paris investigation led to an indictment in March against Shay and another administrator, Megan Carroll. They are alleged to have accepted over $5,000 in overpayments of COVID funds.
Shay was placed on administrative leave following the indictment. Under the separation agreement, Shay will receive a lump sum payment of $55,000 and resigned effective June 30. According to Superintendent Dr. Tom Mulligan, Shay still had two years left on his contract, so the agreed payment is less than the full contract.
Under the terms of the agreement, the payment is not considered salary and does not count as creditable earnings through the Teachers’ Retirement System (TRS).
