Waives formal bids on Ensey water main

The Tuscola City Council on Monday agreed to skip formal bidding and approved a $109,047 contract with B&T Drainage for work on a water main on Ensey Street. The contract is contingent on a developer building three triplex homes to pick up $16,908 of the cost.
